Right to full-time employment

Widespread use of unnecessary part-time work is, unfortunately, common in many parts of the service sector. From January 1, 2023, the right to full-time employment has been strengthened, which will have a major impact on employment patterns in the hotel and catering industry.

Full-time must be the norm in Norwegian working life. This legislative change will be especially felt by our members in hotels, restaurants and catering, so-called The National Agreement

The change entails:

  • The employer is obliged to document the need for part-time work and to discuss the matter with the union representatives

  • Part-time employees shall have preferential access to extra shifts ahead of the employer using on-call substitutes or hiring workers

  • The Labour Inspection Authority is given the authority to ensure that the documentation and consultation obligations are complied with
